Job Title
The African Commission on Nuclear Energy (AFCONE) is an autonomous organ established by the African
Nuclear-Weapon-Free Zone Treaty (Treaty of Pelindaba). AFCONE is established for the purposes of ensuring States Parties’ compliance with their obligations pursuant to the Treaty and promoting regional and international
cooperation in the peaceful applications of nuclear science and technology.

The AFCONE Secretariat is the executive body acting under the guidance of AFCONE and the management of
the Executive Secretary and carries out the day-to-day work of implementing the programme of work of
AFCONE as well as the decision adopted by AFCONE and the Conference of States Parties.
The Secretariat also provides technical and administrative support to AFCONE and the Conference of States Parties.

Department
Under the supervision of the Executive Secretary, the Secretary is charged with the following:
a. Receive, route, and maintain a log of all incoming and outgoing correspondence and documents;
Tasks

b. Segregate incoming mail, sorting out which requires the attention of the Office Director, and distributes
the remainder as appropriate;

c. Assemble necessary files and background materials to facilitate review;

d. Draft and review outgoing office correspondence prepared for official signature for compliance with
regulations, proper distribution, format, completeness, and grammatical correctness;

e. Assist staff with formatting other outgoing documents, assemble material on assigned subjects and
coordinate with other offices for clearances, approval, and signature;

f. maintain and distribute calendar of events;

g. Provide reception services for the office, receives visitors, ascertains the purpose of the visit;

h. Maintain the appointment calendar of the Executive Secretary;
i. Monitor telephone calls, and receives and relays telephone messages to the staff;

j. Collect and organize documents and briefings prior to meetings and missions of the Executive
Secretary;

k. Work with the Administrative Assistant to ensure that travel and accommodation arrangements for the
Executive Secretary are made;

l. Assist the Executive Secretary and staff in administering the strategic plan and dashboard of AFCONE;

m. Plan and maintain the office filling system;

n. Perform any other related duties as may be assigned or required.

1. Qualifications and Experience Required
Educational Qualifications: Completion of Secondary School and completion of post-secondary secretarial or
business training is required.

Work Experience: At least 3 years progressively responsible experience in a Secretarial position, preferably in
international organizations.

Other Relevant Skills
- Proven ability to use email and software packages required for work (i.e., Microsoft Word, Excel, etc.);

- Proven shorthand and typing abilities and ability to take minutes of meetings;
- Thorough knowledge of modern office procedures, secretarial and administrative practices;

- Proven ability to draft correspondence and to ensure correct spelling, grammar and punctuation;

- Knowledge of protocol and ability to reply in an appropriate manner to telephone and in-person
inquiries;

- Ability to work well with colleagues and deal with confidential matters with discretion;

- Ability to evaluate correspondence and inquiries for best course of action.
Language requirements: Fluency in spoken and written English is required. Knowledge of other working
languages of the African Union is an added advantage (Arabic, French and Portuguese).

2. Tenure of appointment
The appointment shall be for an initial period of two (2) year, the first three (3) months of which shall be on
probationary period. It shall be renewable, subject to satisfactory performance and availability of funds.

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations

DESCRIPTION OF DUTIES

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):The incumbent will perform some or all of the following duties 1. Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations.2. Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster's strategic response; analyse existing coordination mechanisms, designing and recommending improvements.3. Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable. 4. Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation. 5. Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.6. Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning. Coordinate meetings with all relevant partners and incident management team, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations.8. REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health and/or health-related fields from an accredited/recognized institute.
Desirable: Master's or Doctorate degree in public health. Post graduate studies or specialized training in emergency response or disaster management in the context of public health. Diploma in tropical medicine or diploma in disaster management

Experience

Essential: At least fiveyears of relevant experience, at the national and international levels, in public health in emergencies response or health sector coordination, with emphasis on managing outbreaks and health emergencies and/ or health consequences of emergencies and crises. Experience in capacity building, developing and promoting collaborative partnerships.
Desirable: Relevant work experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or relevant nongovernmental or humanitarian organizations.  Experience in capacity building programme planning/development, project management, monitoring and evaluation.  Experience with resource mobilization in emergency settings.

Skills

In-depth knowledge of public health programmes with focus on prevention and control of NCDs and major risk factors, health system, and the Millennium Development Goals. Demonstrated knowledge and experience of operational management of health aspects/consequences of humanitarian crises and outbreaks in field settings.  Demonstrated skills in capacity building, proposal and report writing, knowledge of and experience with needs assessments in emergency settings, strategic information analysis and planning and ability to anticipate new trends in the field of public health and take actions accordingly.  Managerial skills for the development, implementation and analysis of technical cooperation programmes and activities, including the development of programmatic indicators
